What happened: Interim executive director Bruce Meyer said the plan would reduce player leverage and pit players against one another. Owners also proposed weekly rosters, revised injured-list minimums and fewer optional assignments.

Why it matters: Every element is contingent on union acceptance of a cap-and-floor system, the central divide in collective bargaining. The impasse puts preparations for the 2027 season at risk.

By the numbers: The plan would open free agency from the Monday of the Winter Meetings through Dec. 21, pause transactions for roughly six weeks and resume on the first Monday in February. Weekly 26-man rosters could carry 14 pitchers, while annual minor-league options would fall from five to four.

What to watch: Watch whether MLB separates the roster proposals from its salary-cap demand or the union counters on offseason rules.
