What happened: MLB formally delivered the proposal Thursday during negotiations over the next collective agreement. MLBPA interim executive director Bruce Meyer said the structure would reduce player leverage and pit players against one another.

Why it matters: Tying the signing calendar to a salary cap widens the central economic divide over the 2027 season. A compressed market could force unsigned players to wait more than a month before negotiations resume.

By the numbers: The first quiet period would run from five days after the World Series through the winter meetings. A two- to three-week signing phase would follow, then a freeze until the first Monday in February.
