Most Penalties: Dallas Cowboys Fewest Penalties: Cincinnati Bengals Highlighting the Most & Least Penalized Teams S Via @PFF on X

What happened: PFF's tracker of penalties since 2021 lists the Dallas Cowboys as the most penalized team in the league over that span. The Cincinnati Bengals sit at the other extreme as the fewest penalized team in the same window.

Why it matters: A five-year sample is long enough to rule out a bad-officiating stretch or a single undisciplined roster. Consistent penalty gaps that wide across multiple coaching staffs and rosters point to a structural discipline issue in how Dallas prepares and coaches situational football, not a talent problem.
